| In the post 9/11 world, there is a major gap between what port security should be, and how it really works. The worldwide inspection rate of container traffic is approximately two to five percent which is completely unacceptable since we know the risk and potential terrorist threat. |

| Terrorism, drug threats and illegal trade goods represent a growing threat in all ports around the world. The solution may seem simple to some: Make sure that all containers are inspected at the border (port of entry). In fact, most people mistakenly believe that this is the case and yet even in this dangerous era of global terrorism, up to 95 percent of containers entering via sea ports are uninspected! |

| Inspection of containers at the border is a hot political issue in every country and more so with a major sea port. Controlled borders are demanded but those making the demands may not realize the logistics, the cost, and the infrastructure required to carry out such inspections. It may seem simple to the uninitiated but it is in fact an enormous undertaking. The global terror threat, popular awareness, and political realities all mandate that 100 percent of containers be inspected but this requires resources and training and is a difficult goal. |

The Risk |

| The risk: Cargo entering into a country may be inconsistent with what is reported on the manifest, resulting in loss of revenue to the custom agency and Internal revenues of the host country. Besides the issue of unreported trade goods entering through the border, sea port cargo may contain drugs, dangerous threats such as explosives, plastic and metal weapons, radioactive devices such as dirty bombs, or even weapons of mass destruction. |

| The problem:It is the responsibility of the local port authority to eliminate these threats, ensure that all goods are reported accurately, eliminate dangerous threats, and to take proper legal actions against the importer or exporter. Technology is available for electronic inspection, but most port authorities have not implemented this technology due to the capital costs involved for an internal deployment. For a port to scan 100 percent of imported containers a substantial investment in technology, human resources, operational structure, and time is required. |

| The solution: Alco offers a turnkey solution which guarantees that 100 percent of imported containers are scanned using selected technologies, using X-ray, Gamma Ray technology, and radiation detection at no cost to the port authority. Alco will invoice a fee to each importer or agent on the manifest, provide trained staff for scanning and invoicing for the inspection, provide port authority with a report of any inconsistency between declared contents and actual contents, and report any anomalies such as drugs or dangerous threats that exist. Alco offer a shares revenues program with the port authority, to be negotiated individually—giving the port authority state of the art technology, a 100 percent level of inspection, and a valuable source of revenue. |
