Government Mandate: The Secure Freight Initiative
The Secure Freight Initiative (SFI) holds forth a very ambitious goal which some critics have stated is impossible: The initiative calls for 100 percent scanning of non-passenger cargo in airliners by 2010, and 100 percent scanning of all imported shipping containers by 2012. The legislation specifically aims to prevent nuclear weapons, radiation and other illicit and harmful material from entering American shores. This piece of legislation affects not only American ports, but all ports around the world that ship to the United States.
The SFI mandates a much higher level of scanning than currently exists, and makes manual inspection—which is most common—obsolete and impractical. However, The US Government Accountability Office has reported on a number of challenges in achieving this ambitious but necessary goal. While some of these challenges are tactical in nature, others are technical, with GAO reporting that at present, Port authorities use a wide variety of systems and technologies.
It is a long-held myth that 100 percent of containers entering the United States are inspected; even after 9/11, this has never been achieved. While Department of Homeland Security does claim that it screens 100 percent of cargo containers, this does not imply that physical examination of each container is undertaken. DHS does review 100 percent of container manifests, and then inspects only those that indicate a potential risk factor.
But is it really that difficult? Alco Advanced Technologies doesn't think so. While critics say that it could disrupt container terminal operations and cause bottlenecks, there is an elegant solution. Combining superior logistics with state-of-the-art technology, Alco can achieve this goal—and not only will there be no bottlenecks, but the process will be made even more efficient than before.
